Mott MacDonald’s First Technical, Environment and Social Visit as Lender’s Technical Advisor to Karot HPP

After the Financial Close has been achieved by KPCL, Mott MacDonald UK commenced their services as the Lender’s Technical Advisor (LTA). LTA’s Technical and Environmental & Social (E&S) Team visited the Karot HPP from 6th to 9th March 2017. During the visit, LTA team held several meetings with KPCL, Employer’s Engineer and EPC Contractor. The Team also visited the site to inspect latest site situation including documentation, Quality of works, HSE Conditions, implementation of IFC Approved Plans etc.  The E&S Team held several meetings with the local government officials as well as local community members to check the Social Impact of the Project on local community. The E&S Team also interviewed the Labor working on site to check the Working Conditions on site with regards to Health and Safety. The Technical Team Visited several Construction sites such as Diversion Tunnels and Construction of Roads to check the quality of works being carried out. Generally, the LTA Team was satisfied with the overall condition of site, but they made suggestions to make some improvements.

GOAJ&K Implementation Agreement , GOAJ&K Water Use Agreement and GOAJ&K  Land Lease Agreement has been signed that will materialize $1.68 Billion of the project cost for the 720 MW Karot Hydropower project in Pakistan.The agreement has been signed on behalf of the Government of AJ&K by the Private Power Cell  and Chief Executive of Karot Power Company (Pvt.) Limited.The Karot Hydropower Project is an under construction run-of-river Asphalt Concrete-core Rock fill (ACCR) dam with an installed capacity of 720 MW that is being developed as part of the $46 billion China–Pakistan Economic Corridor, and is expected to be completed in 2020.Total costs for the project is  estimated to be $1.68  billion and will be funded by China's Silk Road Fund, The Export-Import Bank of China and China Development Bank which will provide financing to the Karot Power Company(Pvt.) Limited , a subsidiary of China's Three Gorges Corporation. This mammoth project will be built on a "Build-Own-Operate-Transfer" basis for 30 years, after which ownership of the project will be transferred over to the Government of Punjab, Pakistann....#

Government of Pakistan Implementation Agreement (GoP IA) signed for 720-MW Karot Hydropower project

The Private Power and Infrastructure Board (PPIB) and Karot Power Company on Thursday signed the Implementation agreement that will materialize $1.68 Billion of the project cost for development and operations of 720MW Karot Hydropower Project.The priority project of China Pakistan Economic Corridor is located at River Jhelum and the project is being developed by Karot Power Company Private Limited comprising of M/s Three Gorges South Asia Investment Limited (TGSAIL), a subsidiary of China Three Gorges Corporation (CTGC), owner and operator of world’s biggest hydropower project that produces 22,500MW China Three Gorges Hydropower Project and Associated Technologies (Pvt) Ltd of Pakistan.720 MW Karot Hydropower Project is the first investment by China Three Gorges Corporation in Pakistan in renewable sector and the first hydropower funded and built by a Chinese company in Pakistan which will be another milestone in cooperation in clean energy between China and Pakistan. The Project is the 4th among the 5 Cascade Hydropower Power Projects to be developed along Jhelum River with an installed capacity of 720MW, which will churn out an average annual electricity output of  3206 GW•h.The Execution of Implementation Agreement holds paramount importance and is an important milestone in the Project Development deeming the Government of Pakistan has guaranteed the payment obligations of Power Purchaser, Government of Pakistan and Government of AJ&K under the Concession Documents. This milestone is also a significant achievement for China Three Gorges Corporation (CTG) as it would pave the way for future investments in the Energy Sector of Pakistan and will help reinforce sustainable commercial partnership between our countries for years to come.Total costs for the project is  estimated to be $1.68  billion and will be funded by China's Silk Road Fund,IFC, The Export-Import Bank of China and China Development Bank which will provide financing to the Karot Power Company(Pvt.) Power Purchase Agreement signed for 720-MW Karot Hydropower project

The Power Purchase Agreement (PPA)  of 720 MW Karot Hydropower Project has been signed between Karot Power Company (Pvt) LTD, subsidiary of China Three Gorges Investment Corporation, and the Central Power Purchasing Agency (Guarantee) Limited, Pakistan (CPPA(G) for short) in Islamabad.Karot Power Company CEO, Sheng Zhendong signed the agreement on behalf of the Company while CEO CPPA(G) Abid Lotif executed it.Karot Hydropower Project is located on the Jhelum River with an installed capacity of 720 MW (4×180 MW) and average annual electricity output 3206GW·h. The project has been listed as one of the Prioritized Project of the $46 billion China Pakistan Economic Corridor (CPEC) and is expected to achieve commercial operations by 2020. Power Purchase Agreement, one of the Security Agreements of the Project, is the most important commercial agreement stating operation method, payment mechanism, rights and obligations of each party etc.,  The final execution of the agreement means a great meaningful step of Karot, being the first greenfield project of China Three Gorges Corporation and an IPP project with the biggest installed capacity so far in Pakistan.

KPCL engaged Mott MacDonald UK to upgrade the Environmental and Social baseline of Karot HPP

Mott MacDonald (Environmental and Social Team) visited Karot HPP site and held several meetings with IFC and KPCL Environment & Social Team to discuss the possibilities. KPCL engaged and invites Mott MacDonald UK for visit to Pakistan and carry out one day visit to the Karot HPP site plus conduct meetings to discuss possibilities of betterment in the environmental and social sector of this project.The meetings were attended by the IFC (International Fianance Corporation) Environmental and Social Team, KPCL Environmental and Social Team, Mott MacDonald, Changjiang Institute of Survey, Planning, Design and Research (CISPDR), Pakistan Engineering Services and Laraib Group professionals in which topics discussed were based upon environmental and social impact assessment, land acquisition, relocation, resettlement and rehabilitation. IFC Environmental and Social Team visited KPCL from 14 to 16 January 2015 to discuss environmental and social updates. During the successful meeting sessions Mott MacDonald UK, Pakistan Engineering Services, Changjiang Institute of Survey, Planning, Design and Research (CISPDR) and Laraib Group were also involved to interactively discuss and adopt the way forward.IFC Environmental and Social Team also met  Vice President China Three Gorges Corporation Mr. Wang Shaofeng to update him about the successful meeting sessions held here in Islamabad from 14 to 16 January 2015.
